Subject: [PATCH] ci: temporarily disable s390x-linux

IBM are currently migrating the OSS Community Cloud from z15 to z17, resulting
in multi-day downtime for two of our VMs, and slowdown on the third VM. This CI
coverage will be brought back once that migration work is complete.
