ci: switch s390x-linux mcpu from z15 to baseline

This was the only CI platform that was using a non-baseline mcpu. I originally made this change thinking it made the CI runs faster, but I only later realized that the s390x VM hosts are badly oversubscribed, so the few runs I did aren't really useful data points. Also looking at the actual ISA features added between baseline (z13) and z15, they seem almost entirely irrelevant for a codebase like the Zig compiler.
