compiler: move Darwin SDK version resolution to the frontend

The SDK version is determined by parsing the `SDKSettings.json` file in the Darwin SDK (or in `lib/libc/darwin/` when using our vendored libs). (The old Mach-O linker also had a fallback strategy of determining the version from the SDK path, but that seems unnecessary nowadays.) Moving that parsing to `src/link.zig`, and calling into it at the same time as handling libc (libSystem), turns out to simplify this logic quite a bit!
